بھارت میں مودی کا جادو چل گیا ہے اور دائیں بازو کی سیاسی جماعت بھارتیہ جنتا پارٹی کو انتخابات میں شاندار کامیابی حاصل ہوئی ہے۔ غریبانہ پس منظر سے نریندر مودی کی ملک کے سب سے بڑے عہدے تک کی اٹھان، بھارتی مڈل کلاس اور نوجوان ووٹروں میں ان کی مقبولیت ، سرمایہ کار دوست پالیسی اور زبردست انتظامی صلاحتیں ان سب خصوصیات کے بارے میں پڑھنے والے اب اچھی طرح جان چکے ہونگے۔ اس لیے میں ان پر بات کر کے آپ کا وقت ضائع نہیں کرونگا۔

تاہم اخبار ’ٹائمز آف انڈیا‘ کو ایک انٹرویو میں انہوں نے دونوں ملکوں میں غربت کے خاتمے کے لیے پاکستان کے ساتھ معاشی تعاون کے ایک نئے دور کا عندیہ دیا تھا اگرپاکستان اپنی سرزمین سے ان کے ملک میں دہشت گردی کی کارروائیاں روکنے میں کامیاب ہوجاتا ہے۔

بھارت دوہزار ایک میں دلی میں اپنی پارلیمان پر حملے اور دوہزار آٹھ میں ممبئی حملوں سمیت دہشت گردی کے دوسرے کئی واقعات میں پاکستان میں ٹھکانے رکھنے والی شدت پسند تنظیموں جیش محمد اور لشکر طیبہ کو ملوث قرار دیتا ہے۔بھارت یہ الزام بھی لگاتا ہے کہ ان تنظیموں کی سرپرستی پاکستان میں سرکاری سطح پر کہیں نہ کہیں ضرور ہوتی ہے۔

وزیراعظم نواز شریف نے انتخابات میں بھاری اکثریت حاصل کرنے پر نریندر مودی کو فون کر کے مبارکباد دیتے ہوئے انہیں وزیراعظم منتخب ہونے کے بعد پاکستان کے دورے کی دعوت بھی دی ہے۔حالات بظاہر بہتر سمت میں جاتے نظر آرہے ہیں کیونکہ پاکستان میں بھی وزیراعظم دائیں بازو کے سیاسی نظریات کا حامل ہے اور بھارت میں نامزد وزیراعظم نریندر مودی بھی۔

بھارت میں دائیں بازو کے نظریات کی محافظ آر ایس ایس یعنی راشٹریہ سویم سیوک سنگھ ہے تو پاکستان میں پاکستان آرمی ہے۔دونوں مذہب اور وطن پرستی کا پراپیگنڈا کرتے ہیں اور اسی بنیاد پر سماج میں تقسیم کا سبب بنتے ہیں۔کچھ پڑھنے والوں کے ماتھے پر اس تقابل پر شکنیں ضرور آئیں ہونگی لیکن کیا آر ایس ایس کی طرح پاکستان آرمی کا دعویٰ بھی ملک کی نظریاتی سرحدوں کا تحفظ نہیں؟

جغرافیائی سرحدوں کی بات نہیں کی جاتی کیونکہ یہ بدلتی رہتی ہیں۔ جو پاکستان آزادی کے وقت تھا وہ اب نہیں ہے لیکن نظریاتی سرحدیں پہلے سے بھی مضبوط ہوگئی ہیں۔

اگر پاکستانی فوج کے دائیں بازو کا مرکز ہونے پر کسی کو شک ہے تو حالیہ دنوں کے واقعات پر ذرا نظر دوڑائیں تو آپ کو یقین آجائے گا۔ جیو ٹی وی اور آئی ایس آئی تنازعہ میں ملک بھر کی مذہبی جماعتیں اور کالعدم و غیرکالعدم شدت پسند تنظیمیں کس کے حق میں سڑکوں پر نکلے ہوئے ہیں؟ ان میں وہ تنظیمیں بھی شامل ہیں جن پر بھارت اپنے ملک میں دہشت گردی کے واقعات میں ملوث ہونے کا الزام بڑی شدومد سے لگاتا ہے۔بدقسمتی سے یہ وہ صحبت ہے جو پاکستان آرمی کی پہچان بنتی جا رہی ہے۔

لیکن ماضی کے تجربات بتاتے ہیں کہ جب بھی دونوں ملکوں میں ’محبان وطن و مذہب‘ کی حکومت ہو تو باہمی تعلقات میں گرم جوشی دیکھنے کو ملتی ہے۔ چونکہ یہ سکہ بند محب وطن ہوتے ہیں اس لیے ان پر کوئی انگلی نہیں اٹھتی۔بھار ت میں کانگریس اور پاکستان میں پیپلزپارٹی چاہتے ہوئے بھی وہ اقدام نہیں اٹھا سکتے جو واجپائی، نواز شریف، کوئی پاکستانی فوجی آمر اور اب نریندر مودی دونوں ملکوں میں تناؤ کم کرنے کے لیے اٹھا سکتے ہیں۔

اٹل بہاری واجپائی تو پیرانہ سالی میں بس کا سفر کر کے اس جگہ پہنچ گئے تھے جہاں قیام پاکستان کی قرارداد پاس کی گئی تھی۔ وہ تو جنرل مشرف اور ان کے ساتھی جرنیلوں جنرل عزیز اور جنرل محمود نے کارگل برپا کردیا ورگرنہ واجپائی کا مینار پاکستان پر خطاب دونوں ملکوں کے تعلقات میں ایک اہم سنگ میل ثابت ہوتا۔
